There is a definite distinction between teen and child models. The best way to describe this would be through examples. Models such as Chelda are definitely not allowed (she never had teen sets). However, models like Skye are. Models that are in-between is a toss-up. For example, Tipi would be allowed. That being said, there are cases where sets may be allowed - read on.
If a model has teen sets, her younger (child) sets may be allowed as supplemental content. Again, supplemental is the key word - for example, Sandra's younger (legal) sets may be allowed in a thread if the majority are her teen sets. Same goes for models such as Evie or Sandi (Webe).
If this is a model agency that has a mix of teen and child models (and sets are usually identified with the agency and not the models themselves), this may also be allowed, provided there are more teen than child models - an example of this would be Candydolls.
